Oscar is a clergyman running a soup kitchen in New York City. Marie asked for his help with her husband, Albert, who was possessed by Mr. Scratch, and asks for his help to find her sister Hattie who has also been possessed.[1] Later, he agrees to help Arthur finding and fighting Mr. Scratch.[2]

The first time they meet, Oscar seems to have a nervous disposition and is intimidated into telling truths he doesn't want to reveal by Arthur.[2] He is reluctant to help since he knows more involvement in the situation might result in more getting hurt and is frightened of being involved. He has a drinking problem, as Arthur smells alcohol on him the first time they meet, which was in the afternoon.[2]
Oscar has a keen sense of right and wrong. He is extremely reluctant to help Marie cover up what he considers crimes; he "never would have willingly allowed" her to kill her husband but he "had no choice."[1] Oscar is driven by a drive to help and do good. He has dedicated his life to it, as he mainly helps the homeless via working in the soup kitchen and is seen worrying about them. Though he is reluctant to help Marie, he still offers to ask around the congregation to help locate Hattie.[1] Oscar is extremely firm in behaving in the ways he believes is right, assisting Arthur due to this. Oscar also believes that his God led him to meet Arthur, that helping Arthur is his purpose. Oscar is firm and decisive in high stress situations[3][4] and has a direct manner of speaking.
One of Oscar's coping mechanisms is suppression; he "refuse[s] to remember" his encounter with Scratch,[1] and drinks to forget.

Early History[]
Oscar did not know his parents. He grew up in what is implied to be an orphanage run by the Catholic Church. There was another boy by the name of Alexander, "the smallest of us", according to Oscar, with whom he felt a brotherly connection. He describes Alexander as having an exuberance for life and contagious laughter. One of the priests, Father McKenna, tormented Alexander with excessive punishments or by encouraging the other boys to bully him, until Alexander disappeared. Oscar discovered Alexander trapped in the wall, nearly starved to death, in the bell tower. One night, he attacked Father McKenna in his sleep using the claw end of a hammer to "break every bone in his face". Oscar notes that his only regret about these events is that he left Father McKenna alive.[5]
Season Four[]
Oscar was Marie and Albert's clergyman in New York City. He noticed that Marie seemed troubled by something, and her husband had stopped showing up, and asked her if he could help. Marie brought him home and showed him his husband, who was possessed by Mr. Scratch. When Oscar dozed off one time, Mr. Scratch showed himself in his dreams and leveraged his regret and guilt. At some point, Marie had killed Albert by stabbing him through the chest, and called Oscar to help her with the body.[2]
Arthur confronts Oscar in the Community Center, where he runs a soup kitchen. He initially denies any knowledge of the events, but Arthur persuades him to help, and asks him to research the history of Marie's house. Later, Oscar calls Arthur with information at Daniel's house, as instructed. Before he can rely what he knows, the Butcher appears and shoots Daniel through the door, and Arthur flees, leaving Oscar on the phone, yelling out for Parker.[2]
Oscar saves Daniel, getting him to Lenox Hill Hospital and reuniting with Arthur there. Even after being informed of the danger of the Butcher coming to kill Daniel, Oscar refuses to leave, choosing to stay and help. When Detective Noel is struggling with the Butcher, Oscar hits him with a bedpan, incapacitating him and allowing Noel to take him into custody.[3]
While investigating 61 Boulder Road with Arthur, Oscar opens a stove and is attacked by an insect that burrows into his left arm. Its tail end appears like thin, black worms. With Oscar's permission, Arthur uses an axe from the backyard of the house to cut off his arm just below the elbow. It takes three swings to sever his arm. A fourth swing missed, and Arthur used the Dagger to cut the remaining skin. The severed arm sprouts thin black tendrils, and it moves away of its own accord.[4]
Afterwards, Arthur drops Oscar off at the hospital and is unable to say goodbye as he agreed with John to end his friendship with Oscar. Oscar subsequently wrote Arthur a letter, which was given to Arthur by Marie.
